Search Ramsey County Inmate Population

Ramsey County inmate population records are managed by the Sheriff's Office, which runs the 500-bed Adult Detention Center in downtown St. Paul. Ramsey County is the second most populous county in Minnesota and the smallest by land area, making it the most densely populated county in the state. Sheriff Bob Fletcher leads the department, which employs about 150 staff in the detention division alone. The jail roster gets updated every 30 minutes and shows current bookings, charges, and court information. If you need to check on someone in custody, look up booking reports, or search for inmate population data, Ramsey County offers more online tools than most counties in the state.

Ramsey County Sheriff's Office

The Ramsey County Sheriff's Office operates the Adult Detention Center and maintains all inmate population records for the county. Sheriff Bob Fletcher heads the department, which covers St. Paul and the surrounding suburbs. The detention division alone has about 150 staff members who handle booking, housing, transport, and release of inmates around the clock.

The ADC opened in December 2003 and has 500 beds. It replaced an older facility that could not keep up with the county's needs. The new building sits at 425 Grove Street in St. Paul. The jail processes thousands of bookings each year from the St. Paul Police Department, suburban police agencies, and the Sheriff's Office itself. With a county population of more than 550,000 people, the volume of arrests and bookings makes Ramsey County one of the busiest detention operations in Minnesota.

The Sheriff's Office handles more than just the jail. It covers court security, civil process, warrant service, and patrol in unincorporated areas. But the ADC is the core of their inmate population work. Every person arrested in Ramsey County goes through booking there, and that data feeds into both local and state systems.

Ramsey County provides one of the best online tools for checking inmate population data in the state. The booking reports page shows who is currently in custody at the ADC. The roster updates every 30 minutes. It shows the person's name, booking date, charges, court information, and bail status. Records stay available for people in custody and for five days after they are released.

This is more access than most Minnesota counties offer online. Many smaller jails do not have a public roster at all. Ramsey County's system lets you check from home without calling anyone. The data includes all the basic arrest information that is public under the Minnesota Government Data Practices Act. For older records or data that is not on the online roster, you can contact the Sheriff's Office directly.

State databases add another layer. The Minnesota DOC Inmate Locator shows people who have been committed to state prison from Ramsey County. The DOC Search Portal has fugitive lookups and victim notification tools. The Minnesota Judicial Branch publishes court records from the 2nd Judicial District, which covers all of Ramsey County.

Note: The Ramsey County jail roster updates every 30 minutes. If someone was just booked, it may take up to 30 minutes for them to appear online.

Adult Detention Center Operations

The Ramsey County ADC is a full-service jail. Bail is cash only and can be posted 24 hours a day at the lobby of 425 Grove Street. If you need to post bail for someone, bring cash or a cashier's check. The lobby is open around the clock for this purpose. Inmate accounts are managed through TurnKey Corrections, and you can reach them at 715-690-2965 for questions about adding money to an inmate's account.

Mail to inmates must come through USPS. No packages are allowed. All non-privileged communications are monitored, which is standard for county jails in Minnesota. Phone service is available through NCIC at 1-800-943-2189. If you need to reach an inmate or set up phone access, that is the number to call. The jail monitors all calls except those between an inmate and their attorney, which are protected by attorney-client privilege.

Medical services run 24 hours a day, 7 days a week. St. Paul-Ramsey County Public Health operates the medical clinic inside the ADC. Inmates can see a doctor or nurse at any time for urgent issues. Routine sick calls follow a schedule. For deaf or hard of hearing services, call 651-266-9350. The jail takes the Chapter 641 health care requirements seriously and has the staff to back it up, which is not always the case at smaller facilities around the state.

Inmate Population Data Access

Ramsey County follows the Minnesota Government Data Practices Act when releasing inmate records. Arrest data is always public. That covers the person's name, age, sex, last known address, charges, bail amount, arresting agency, and where they are being held. The online roster makes most of this available without any formal request needed.

Some data stays private. Medical records, mental health assessments, and financial details about the inmate are restricted. Security classification data that could compromise facility operations is not released either. Under Minn. Stat. 13.85, corrections data gets classified based on whether it could put someone at risk. Victims have special access to certain inmate data for notification and restitution under state law.

The Bureau of Criminal Apprehension maintains a statewide criminal history system. Ramsey County arrest records feed into this database through fingerprint submissions at booking. BCA background checks are available to the public, though some types require fingerprints and fees. Under Minn. Stat. 641.05, the ADC reports population statistics to the state, including headcounts, offense categories, and lengths of stay.

Jail Programs and Volunteers

Ramsey County runs several programs inside the ADC. Volunteer groups provide religious services, educational classes, and mentoring. If you want to volunteer at the jail, contact RCJailPrograms@co.ramsey.mn.us for information about the application process. All volunteers go through a background check and orientation before they can work with inmates.

Discharge planning is required under Minn. Stat. 641.155. Before an inmate leaves the ADC, staff connect them with treatment programs, housing resources, and other community services. Ramsey County has more community resources available than most counties because of its urban setting. Organizations in St. Paul offer job training, substance abuse treatment, mental health support, and housing assistance for people coming out of jail. The goal is to reduce the inmate population over time by keeping people from coming back.

State law under Minn. Stat. 641.14 requires gender separation in the jail. Juveniles cannot be housed with adults. Minnesota bans private prisons under Minn. Stat. 641.015. The Ramsey County ADC is run entirely by county employees under the direction of the Sheriff.
